I totally favor the elimination of all NEA grants, education grants, subsidies, government-mandated and -managed entitlements, etc.  However, I favor the elimination of such wasteful schemes regardless of the supposed benefactors of such destruction.
Such intrusions into free trade represent theft, squander resources, and end badly — all too often damaging even those that these programs allegedly intended to help in the first place.
Central governmental authority cannot, has not, and will not allocate scarce resources more efficiently or effectively than decentralized private individuals and enterprises can and do whenever markets are allowed to operate unfettered.
I do not believe in the sincerity of a statement like “Don’t tax the rich — just stop giving them stuff.”  This is the language of a con, a crook.  Behind such words stands a criminal.
